Coronavirus postpones enforcement of New York's plastic bag ban

2020-10-20

New York State postponed the ban on disposable plastic bags that should have been implemented on March 1, 2020 due to the impact of the new coronavirus. (California State and Hawaii State have already imposed bans on plastic bags.)

Prohibit the use of reusable bags, or delay implementation or strengthen new restrictions on disposable bags. The purpose is to limit the spread of coronavirus in food stores. But there is only limited evidence that coronavirus is spreading through reusable bags. Because of the impact of the coronavirus, New York State officials finally announced that they will not implement New York's controversial plastic bag ban until May 15.

The ban on disposable plastic bags, which should have been implemented on February 1, 2020, has the following points:

1. New York State will prohibit the distribution of disposable plastic bags, with a few exceptions (specific exceptions may be exempt from restaurant takeaway bags, supermarket meat packaging bags, dry cleaning bags, garbage bags, recycling bags, etc.)

2. In New York City, all company numbers covered by the ban must charge 5 cents ($ 0.05) for paper bags. 2 cents are used to distribute reusable bags to low-income consumers in New York. The Environmental Protection Fund allocates 3 cents.

3. In areas where a 5 cent paper bag discount is applied. The fee does not apply to the Supplemental Nutrition Assistance Program (SNAP), the Women, Infants, and Children-Nutrition Program (WIC) -recipients. And they are exempt from the reduction of paper bags Price.

4. According to New York State law, some stores can use single-use plastic bags up to April 1, 2020 if there are remaining plastic bags. After April 1, 2020, if the store is spot-checked by The State Department of Environmental Conservation Commissioner. The State Department of Environmental Conservation Commissioner will issue a warning to the first illegal retailer to enforce the ban. The retailer may eventually face a fine of $ 250. And subsequent violations will face a fine of $ 500.
