On February 12, 2020, four U.S. representatives and senators proposed a bill to be passed by the U.S. Congress and the House of Representatives. The bill will amend the current Solid Waste Disposal Act to restrict the production of disposable plastics and use, increase producer responsibility, and prevent consumer products and packaging from entering the environment and food chain. The title is "Break Free From Plastic Pollution Act of 2020".
The bill contains five "breakthrough" components, including:
(I) The manufacturer will be responsible for the costs associated with designing and funding the recycling system.
(Ii) Implement a nationwide container refund system.
(Iii) The phase-out of highly contaminated single-use plastic products including bags, polystyrene containers and tableware will be phased out.
(Iv) It is required to gradually increase the minimum recycling content of products with a view to reaching the target of 80% by 2040.
(V) Export of waste to foreign countries is prohibited to the greatest extent.
